The short answer
Phoenix drivers follow Arizona rules: at least 25/50/15 in liability. That covers damage you do to others. It doesn't cover your own car.
In Phoenix, the damage to your own car often comes from the weather: monsoon hail and flash floods, falling branches, and rock chips on the freeway. Comprehensive and glass coverage are worth a close look.

What Arizona requires
- Liability of 25/50/15: $25,000 per injured person, $50,000 per crash, and $15,000 for property damage.
- Uninsured and underinsured motorist coverage must be offered to you in writing. You can turn it down.
- Driving uninsured brings a civil penalty of at least $500 for a first violation, and more for repeat violations.
$15,000 in property damage won't replace many newer cars. If you total one, you could owe the rest.
Monsoon season and your car
- Hail and flash floods. Only comprehensive pays for this damage to your own car. Learn what comprehensive covers.
- Dust storms. Visibility can drop to near zero. The Arizona Department of Transportation says to "Pull Aside, Stay Alive": pull off the paved road, turn off all your lights, set the brake, and take your foot off the brake pedal.
- Never drive into a flooded wash or street.
Heat and glass
- Rock chips and cracked windshields are common on Phoenix freeways. Ask about your glass deductible and whether full glass coverage is available.
- Extreme heat is hard on batteries and tires. Roadside assistance is a low-cost add-on.
Theft and uninsured drivers
Arizona thefts fell 27% in 2025, one of the biggest drops of any state. About 10.6% of Arizona drivers were uninsured in 2023, below the national rate of 15.4%. Comprehensive covers theft. Uninsured motorist coverage covers your injuries if an uninsured driver hits you.
What drives car insurance prices in Phoenix
- Freeway traffic and commute distance.
- Weather claims, like hail, flooding, and glass.
- Your driving record, your car, and your coverage.
Not a quote or an offer. Your price comes from the insurance company.
How to find cheaper car insurance in Phoenix
- Compare the same coverage from several insurers.
- Raise your comprehensive deductible instead of dropping the coverage.
- Ask about discounts for a clean record, low mileage, or bundling with Arizona homeowners insurance.

What to ask before you choose
- "Do I have comprehensive for hail and flood damage?"
- "What's my glass deductible? Is full glass coverage available?"
- "Did I keep uninsured and underinsured motorist coverage?"
- "Is roadside assistance included?"
- "How much would higher liability limits cost?"
The catch: a bare-minimum Phoenix policy pays nothing for your own car after a monsoon, a cracked windshield, or a theft. If your car is worth much, price out comprehensive before you drop it.
