The short answer
Arkansas homeowners paid about $1,740 a year on average in 2022, the 14th highest in the country.
Storms are driving prices up. The tornado that hit Wynne on March 31, 2023 led to more than $489 million in insurance claims, and helped push three insurers into receivership. Two other companies stopped selling property insurance in Arkansas. For two years, insurers in the state paid out more in claims than they collected in premiums.

Split wind and hail deductibles
Arkansas now allows insurers to use a separate deductible for wind and hail damage. That means your policy might have:
- a regular deductible for things like fire or theft, and
- a separate, often larger deductible when wind or hail damages your home.
Hail is a big deal here. An Arkansas Insurance Department official told lawmakers the state deals with "big, large, destructive hail."
Know your number in dollars. If your wind and hail deductible is a percentage of your home's insured value, a 2023 law (Act 471) requires your insurer to tell you the dollar amount. Look for it on your declarations page or renewal notice.
Example: a 2% wind and hail deductible on a home insured for $300,000 is $6,000 out of pocket before insurance pays.
The new-roof problem
An Arkansas banker told the legislature that homeowners are being surprised by $10,000 to $12,000 out of pocket for a new roof, even with insurance. Many need a loan to cover it.
Before storm season, find out:
- your wind and hail deductible, in dollars,
- whether your roof is paid at replacement cost or only its depreciated value, and
- whether you have savings set aside to cover the gap.
Strengthen Arkansas Homes: a new grant program
In April 2025, Arkansas created the Strengthen Arkansas Homes Program (Act 427). It funds grants to help homeowners upgrade to FORTIFIED Roof or FORTIFIED Silver standards, which are built to resist wind and hail. The program has $10 million for grants, paid for by insurance premium taxes, and work must be done by IBHS-certified contractors.
Other states with programs like this, including Alabama and Oklahoma, have used them to help homeowners qualify for wind discounts. Ask the Arkansas Insurance Department when and how to apply.
Check these gaps before a storm
The Arkansas Insurance Department warns that not every policy covers:
- water damage,
- debris and tree removal,
- sewer backup caused by flooding, or
- living expenses if you have to leave your home.
